Requires persons interested in filling nomination vacancies to notify the relevant political committee in writing at least 7 days before the selection meeting and guarantees their right to legal representation throughout the process.

Extends the deadline for municipal clerks to certify county committee member lists from 20 days to 45 days after the post-primary committee meeting, and mandates inclusion of email addresses and phone numbers for all members.

Requires county committees to provide the complete list of qualified voting members to prospective candidates within 72 hours of receiving interest notifications and post the list on official committee websites.

Establishes that selection meeting rules must follow committee bylaws rather than being proposed ad hoc by the meeting chair, and requires rules be provided to interested candidates at least 24 hours before the vote.

Takes effect January 1 following enactment and applies to vacancies in nominations for any public office occurring no later than 70 days before a general election.
