Expands the Criminal Sentencing and Disposition Commission from 13 to 17 members by adding the chair of the Legislative Black Caucus (or designee), the chair of the Legislative Latino Caucus (or designee), and two additional Governor-appointed public members

Requires no more than two of the four Governor-appointed public members to be from the same political party

Broadens the commission's review of disparity in the criminal justice system to explicitly include policing, access to criminal defense legal representation, and jury selection processes

Maintains the commission's existing duties to review sentencing provisions and recommend revisions promoting public safety, offender accountability, crime reduction, and efficient use of state resources
