Requires the Division of Medical Assistance and Health Services to apply to the federal Centers for Medicare and Medicaid Services within six months to amend New Jersey's Section 1115 Medicaid waiver to include rental assistance benefits for certain NJ FamilyCare beneficiaries.

Limits eligibility for rental assistance to NJ FamilyCare beneficiaries who are homeless, at risk of homelessness, or transitioning out of an emergency shelter, and who have been diagnosed with a serious mental illness or substance use disorder.

Provides rental assistance benefits for up to six months, consisting of vouchers, subsidies, or other financial assistance paid directly to housing providers.

Excludes individuals already receiving similar benefits under another government assistance program from this rental assistance benefit.

Requires the Commissioner of Human Services to adopt rules and regulations to implement the program upon federal approval.
