Requires the New Jersey Commissioner of Community Affairs, in consultation with the Commissioner of Health, to design and distribute posters and one-page pamphlets warning of dry drowning dangers and symptoms to all municipalities with public pools within four months of enactment.

Mandates municipalities operating public swimming pools to post the dry drowning warning poster in a prominent area at every pool location.

Requires municipalities to provide the dry drowning information pamphlet to residents annually, either during pool membership registration or within the first two weeks the pool opens each season.

Dry drowning occurs when water inhaled into the lungs causes breathing difficulties after leaving the water, potentially leading to airway muscle spasms and asphyxiation.
