Prioritizes grant awards to municipalities that currently lack community centers or have insufficient facilities relative to their population.

Allocates 2% of program funding for administrative costs by the Division of Housing and Community Resources.

Defines "community center" broadly to include indoor or outdoor buildings, recreation fields, meeting halls, and classrooms for active or passive recreation.
