Creates a nine-member "Revolutionary War Park Study Commission" to evaluate establishing a National Historical Park combining Washington Crossing State Park, Trenton Battle Monument, and Princeton Battlefield State Park

Commission membership includes the Commissioner of Environmental Protection, Executive Director of the New Jersey Historical Commission, two senators, two assembly members, and three gubernatorial appointees with historical preservation expertise

Commission must assess feasibility considering federal requirements, distance between parks, management differences, impacts on historical/ecological resources, and effects on neighboring communities and businesses

Study will evaluate economic impacts including effects on local tax revenue, state tourism revenue, and conversion of state or private lands to federal parkland

Final report due to Governor and Legislature within one year of the commission's first meeting, after which the commission expires
