Impact zones are defined as municipalities with populations of 120,000+ or those ranking in the top 40% for marijuana-related arrests, having a crime index of 825+, and unemployment rates in the top 15% statewide

Funded through a portion of State cannabis sales tax revenue starting in Fiscal Year 2027, with the Cannabis Regulatory Commission determining the annual deposit amount; Property Tax Relief Fund provides backup funding if cannabis revenue is insufficient

Districts must hold two public hearings and submit program plans to the Commissioner of Education for approval within 120 days, detailing services, staffing, schedules, eligibility criteria, and estimated costs
