Inmates in New Jersey State prisons and county correctional facilities must participate in a Medicaid enrollment session at least 60 days before their release date.

County welfare agency staff or trained correctional facility personnel will assist inmates in completing and submitting Medicaid applications, either in person or by telephone.

Inmates may opt out of the enrollment session by providing written notice in a format determined by the Commissioner of Corrections.

Staff must provide inmates who opt out with verbal and written guidance explaining Medicaid health care benefits and how to apply after release.

The bill implements recommendations from the 2019 New Jersey Reentry Services Commission Report on improving reentry services.
