Creates a five-year Community Schools Pilot Program in the New Jersey Department of Education to establish public schools that integrate educational, health, family, and developmental services through community partnerships year-round.

Requires the Commissioner of Education to contract with a higher education institution or qualified nonprofit organization to manage the program and establish a technical assistance center for participating schools.

Selects one public school (including district, renaissance, or charter schools) in each of New Jersey's 21 counties to receive a dedicated site coordinator who will assist with community school establishment and operations.

Site coordinators are employed and paid by the managing organization, not the school districts, and schools must enter agreements outlining the coordinator's role and authority.

Establishes a nonlapsing Community Schools Pilot Program Fund for legislative appropriations and private contributions, with an independent evaluation and final report due within six months of program completion.
