Prohibits publicly owned or controlled parking lots, vacant lots, and garages in New Jersey from being used as staging areas, processing locations, or operations bases for federal immigration enforcement activities.

Directs the Director of the Division of Local Government Services to identify all municipal, county, and state public lands that have been used or are likely to be targeted for immigration enforcement purposes.

Requires posting of standardized signage on identified public properties stating the land cannot be used for immigration enforcement operations, and recommends physical barriers such as locked gates to limit unauthorized access.

Allows eligible private property owners—including businesses, faith institutions, medical providers, and nonprofits—to request free signage indicating their parking lots, vacant lots, or garages cannot be used for immigration enforcement.

Appropriates funds from the General Fund to the Division of Local Government Services to implement the act, and exempts properties with existing lease or concession agreements with the State or local governments.
