Extends the deadline for the New Jersey Board of Public Utilities to approve Tranche 2 incentive awards for transmission-scale energy storage systems from June 30, 2026 to December 31, 2026.

Maintains the existing procurement goal of at least 1,000 MW AC in installed capacity, with at least 350 MW AC required to be approved in Tranche 1 by December 31, 2025.

Relaxes project maturity requirements for Tranche 2 applicants by allowing projects that are currently undergoing a Phase I System Impact Study through PJM, rather than requiring a completed study with a Decision Point I Readiness Deposit.

Removes the requirement that Tranche 2 projects using Surplus Interconnection Studies or deactivating generation station transfers must have already obtained associated Capacity Interconnection Rights at the time of application.

Amends P.L.2025, c.136, the existing transmission-scale energy storage incentive program law, and takes effect immediately.
