New Jersey institutions of higher education must provide annual victim-centered training to employees who receive sexual assault reports from students, provide services to victims, or participate in campus disciplinary proceedings.

Training requirements extend to student residence-life advisors, peer advisors, and campus security employees or contractors.

Training must cover institutional sexual assault policies, relevant state and federal laws including Title IX and the Clery Act, and the coordinated roles of the institution, medical providers, law enforcement, and community agencies.

"Victim-centered response" is defined as ensuring compassionate, nonjudgmental service delivery that prioritizes victim safety, privacy, and confidentiality while understanding trauma's effects on behavior.

The bill takes effect immediately and applies starting the academic year following enactment.
