New Jersey Board of Public Utilities (BPU) must establish best practices for electric utilities covering six areas: electric generation, transmission, operations and maintenance (including emergency preparedness and vegetation maintenance), consumer education, business management, and affordability/cost containment

BPU must create objective benchmarks to measure utility compliance with best practices and define what constitutes "adequate progress" toward meeting those benchmarks

Rate increase requests will be denied for any electric utility that fails to demonstrate adequate progress toward meeting the established benchmarks at the time of their base rate case filing

When denying a rate increase due to inadequate benchmark progress, BPU must provide the utility with a compliance assessment and specific remedial action steps to achieve adequate progress

BPU must periodically revise best practices to reflect current national, state, and industry standards and publish all best practices on its website
