Officers who completed phase 1 and phase 2 of the Basic Humane Law Enforcement Course before P.L.2017, c.331 was enacted are exempt from additional animal cruelty training requirements under that law.

Active or retired law enforcement officers (including municipal police, State Police, sheriff's officers, and correctional police) who completed phase 1 of the Basic Humane Law Enforcement Course before 2017 are also exempt from the additional training.

Exemptions require documentation from a primary care physician certifying the person meets health and physical fitness standards for their applicable law enforcement position.

Exemptions are prohibited for persons convicted of a crime, found liable for civil animal cruelty offenses, or separated from law enforcement duty for seven or more years as of the 2017 law's enactment date.

The bill removes authorization for agents of county societies for the prevention of cruelty to animals (appointed before 2017) to be designated as humane law enforcement officers.
