Provides civil liability protection for individuals who use bear spray in self-defense when they reasonably believe it is immediately necessary, except in cases of willful, wanton, or grossly negligent use

Knowing possession or use of bear spray contrary to the bill's provisions constitutes a fourth-degree crime under existing penalty structures
