Restructures the Lake Hopatcong Commission membership by removing the Commissioners of Community Affairs and Environmental Protection and adding four Governor-appointed public members (up from two), each serving two-year terms with Senate confirmation

Requires the Department of Environmental Protection to develop a water level management plan for Lake Hopatcong within 90 days, covering water objectives, downstream uses in the Musconetcong River system, lake drawdowns, lakeshore construction, and gate manipulation guidelines

Mandates commission approval by majority vote before DEP can adopt or revise the water level management plan, and before any DEP action that would drop water levels below 8.5 feet on the lake gauge

Expands commission coordination duties to include DEP water quantity programs, in addition to existing water quality responsibilities

Requires DEP to notify the commission of any permit applications from any DEP division that may impact Lake Hopatcong or its watershed
