Requires Senate Budget and Appropriations Committee and Assembly Budget Committee chairs to accept budget resolutions from any legislator or the State Treasurer proposing changes to the Governor's budget recommendations during committee deliberations.

Budget resolution sponsors must provide detailed explanations of proposed revenue, line-item, or language changes, along with personal disclosure statements indicating any employment, business relationships, or compensation ties between the sponsor (or immediate family members) and intended funding recipients.

All budget resolutions must be filed and published on the Legislature's website through the Office of Legislative Services by June 1 annually, with no resolutions accepted after that deadline.

The annual appropriations bill may only contain items from the Governor's original budget recommendations or changes proposed in properly filed and published budget resolutions.

Aims to increase transparency in budget preparation by ensuring public access to proposed changes before the appropriations bill is enacted, addressing current practices where resolutions are often posted long after the budget becomes law.
