Licensed motor vehicle dealers in New Jersey would be authorized to facilitate the issuance of titles and registrations for used vehicles purchased through private sales between individuals.

Purchasers aged 17 or older who buy a used vehicle through private sale may apply to a licensed dealer within 10 working days for title and registration documents instead of going directly to the Motor Vehicle Commission.

Dealers may charge purchasers a reasonable fee (to be determined by the Chief Administrator) for this service, in addition to standard title and registration fees.

The Chief Administrator may suspend a dealer's authority to provide this service upon finding the dealer has engaged in abusive practices.

The Chief Administrator must adopt temporary rules and regulations within three months of the bill's effective date, with permanent regulations to follow under the Administrative Procedure Act.
