Requires NJ Transit Corporation to hire an independent firm within 90 days to audit financial management and budget reporting practices since the October 2018 Executive Order No. 5 assessment

Audit report must evaluate COVID-19 impacts on service demand, assess current funding adequacy, and recommend policies on governance, personnel hiring, and customer experience improvements

Report must be submitted to the Governor and Legislature, with NJ Transit required to adopt recommended policies within six months of issuance

NJ Transit board may opt out of specific recommendations with a seven-member affirmative vote, but must provide detailed justification within six months

Bill expires one year after the required report is issued and does not affect existing audit obligations under current law
