Establishes a cybersecurity employment grant program within the New Jersey Department of Labor and Workforce Development to help small and mid-sized businesses hire cybersecurity specialists.

Grants are available to businesses with fewer than 500 employees that are independently owned, operated primarily in New Jersey, and cover one year of startup salary costs for a cybersecurity specialist position.

The Department must administer the program in consultation with the Office of Homeland Security and Preparedness, Department of Banking and Insurance, and Office of the Attorney General, with hired personnel approved by the New Jersey Cybersecurity and Communications Integration Cell.

Grant recipients must submit quarterly reports verifying hiring, documenting expenditures, and demonstrating compliance; the Department must report annually to the Governor and Legislature on program outcomes.

Appropriates $750,000 from the General Fund to administer the program.
