Eliminates the 55-day deadline for changing party affiliation before a primary election in New Jersey, allowing voters to switch parties and vote in a different party's primary on election day itself

Permits in-person voters to complete a political party affiliation declaration form at their polling place on primary election day to vote in any party's primary

Requires county clerks to mail ballots for all political parties to every mail-in voter, with instructions that completing and returning a different party's ballot constitutes a change in party affiliation

Maintains that voting in another party's primary automatically registers the voter as a member of that party until they file a new registration form, declaration form, or vote in a different party's primary in a future election
