Creates a Division on Violence Prevention and Intervention within the New Jersey Department of Law and Public Safety, headed by a Director appointed by the Attorney General

Requires each county prosecutor to appoint a violence prevention and intervention coordinator responsible for creating directories of local services, developing volunteer networks, and coordinating agencies working with at-risk populations

Coordinators must focus on reentry assistance for ex-offenders, including employment help, treatment, counseling, and housing, while also recruiting rehabilitated ex-offenders as mentors for at-risk youth

Authorizes the Director to apply for and accept federal grants and funding from foundations, corporations, or individuals to support division purposes

Provides for annual General Fund appropriations to cover salary costs for both the state-level Director and county-level coordinators, with the act taking effect four months after enactment
