Prohibits New Jersey higher education institutions from providing incentive compensation or tuition sharing to online program management (OPM) companies, except for recruiting international students

Requires all OPM contracts to be submitted to the Secretary of Higher Education within 20 days of execution, with existing contracts due within 30 days of the act's effective date

Bars governing boards from approving OPM contracts that allow tuition sharing, grant curriculum or admissions decision-making authority to OPMs, permit OPMs to hire instructors, or let OPMs use institutional branding without clear third-party disclosure

Mandates annual reporting by OPMs and institutions to detail expenditures by category, student demographics, State financial aid recipients, Pell Grant and federal loan data, and payments made to OPM companies

Imposes civil penalties of $10,000 per violation or the maximum incentive compensation owed to the OPM under the contract, whichever is greater
