Renames the New Jersey Black Cultural and Heritage Initiative Foundation to the New Jersey Black Heritage Foundation and shortens the initiative name similarly

Reduces the board of trustees from 25 members to 12 by cutting public members from 19 to five, while adding the Governor or designee as a new member

Extends board member terms from three years to five years for both public members and State partner organization representatives

Requires the board to employ an executive director who must submit annual budget requests to the Governor and Office of Management and Budget

Establishes a minimum annual appropriation of $500,000 to the foundation beginning in State Fiscal Year 2023
