State, county, and municipal social service workers in New Jersey must complete an online implicit bias and cultural competency tutorial by April 1 of every even-numbered year.

All social service workers must also participate in separate annual implicit bias and cultural competency training directed by their respective governing bodies or department heads.

The Department of Labor and Workforce Development will provide the online tutorial and receive certifications of completion from county boards of social services, municipal councils, and state department heads.

Social service workers covered include those providing cash assistance, child support services, emergency assistance, employment support, food assistance, housing services, and healthcare enrollment assistance.

All certifications and verifications of training completion must be filed with the Department of Labor and Workforce Development and will be publicly available; the act takes effect one year after enactment.
