Creates the Private Institution of Higher Education Security Grant Program within New Jersey's Office of Homeland Security and Preparedness to fund security improvements at private colleges determined to be at high risk of violence, property damage, vandalism, harassment, or cyber security incidents

Appropriates $5 million from the General Fund to finance the grant program

Eligible uses include hiring permanent or temporary security personnel, acquiring threat preparedness equipment, and installing cameras, access controls, alarms, lighting, and related security infrastructure

The Director of Homeland Security and Preparedness, in consultation with the Secretary of Higher Education, will evaluate applications based on risk assessment of terrorist attacks, domestic extremism, and cyber threats

Grant preference given to private institutions that have not received federal or State security grants in the previous two academic years
