Expands the duties of New Jersey's Commission on Human Trafficking to study issues related to human trafficking of women and children of color, including social, demographic, and other risk factors that make these groups vulnerable to exploitation.

Requires the commission to identify strategies to prevent or reduce human trafficking of women and children of color and enhance delivery of support services for such victims.

Amends quorum requirements by removing the word "authorized" so that a majority of current members (rather than authorized membership) constitutes a quorum, preventing vacancies from interrupting commission operations.

The Commission on Human Trafficking consists of 15 members including state officials, law enforcement representatives, victim assistance organizations, and a human trafficking survivor, housed within the Division of Criminal Justice.
