Creates the Palisades Protection and Planning Council as a 10-member political subdivision of New Jersey, with one representative appointed by each municipality along the Palisades Cliffs (Jersey City, Hoboken, Union City, North Bergen, Weehawken, West New York, Guttenberg, Cliffside Park, Edgewater, and Fort Lee)

Establishes the Palisades Planning Region covering land within 2,000 feet east of the Palisades cliff crest, where development height restrictions apply

Restricts development height in the region so that buildings cannot exceed the point where a sightline from the cliff crest to the east would include at least the eastern half of the Hudson River above the structure, unless the Council grants approval

Requires the Council to develop criteria within 18 months for approving developments exceeding height limits, considering factors including distance from the cliff face, traffic impact, effects on neighboring municipalities, obstruction of views, affordable housing units, and existing government approvals

Applies to all proposed developments in the region except those that have already received all required government approvals at the time of enactment
