Mandates coordination among multiple state agencies including the Department of Community Affairs, NJ Economic Development Authority, Division of Taxation, and Department of Children and Families

Requires the Commissioner to apply for federal waivers or state plan amendments necessary to maintain federal funding for subsidized child care programs while implementing the incentive program
