Creates an Office of Interagency Cooperation within the Department of Community Affairs' Bureau of State and Local Code Inspections to address acute and pervasive code enforcement issues related to construction, housing, and health codes

Establishes a 5-member oversight board consisting of one appointee each from the Governor, Senate President, and Assembly Speaker, plus two members from the bureau appointed by the commissioner, serving 4-year terms (initial legislative appointees serve 2 years)

Authorizes the oversight board to deploy "strike teams" to municipalities with significant code enforcement problems, composed of DCA staff, municipal code enforcement officials, and local public health enforcement officials

Requires the office to create a data-sharing dashboard tracking repeat code violators and buildings with repeated violations, and permits data-sharing agreements with municipalities

Strike teams will conduct priority sweeps of buildings subject to acute or repeat complaints within their assigned municipalities
