Creates the "New Jersey Living Donor Support Program" within the Department of Health to provide financial assistance to living organ donors for expenses incurred during the donation process.

Eligible expenses include lost wages, sick/vacation days used, travel and lodging costs, child care and elder care expenses, and medication and care costs, with wage reimbursement limited to four weeks (or eight weeks for physical labor jobs).

Both the living donor and the organ recipient must be New Jersey residents to qualify for program benefits.

The Commissioner may limit reimbursements for donors earning over $125,000 annually or cap total eligible expenses at $14,000 per donor; the program serves as payer of last resort after other third-party coverage.

Appropriates funds from the General Fund to implement the program, with authority for the department to contract with third-party administrators.
