Expands New Jersey's helmet requirement from persons under 17 years old to all persons regardless of age when operating bicycles, roller skates, skateboards, scooters, or motorized scooters on public property.

Adds non-motorized scooters and motorized scooters to existing helmet laws that previously covered only bicycles, roller skates, and skateboards.

Requires businesses selling or renting these devices to post signs stating "STATE LAW REQUIRES A PERSON TO WEAR A HELMET" and make helmets available for rental.

Provides civil liability protection for manufacturers and retailers who comply with warning notice and helmet availability requirements if a user sustains injury while not wearing a helmet.

Takes effect on the first day of the seventh month following enactment.
