Expands the Office of the State Long-Term Care Ombudsman's jurisdiction to cover all long-term care residents regardless of age, removing the previous limitation to elderly persons (those 60 and older)

Renames the office from "Ombudsman for the Institutionalized Elderly" to "State Long-Term Care Ombudsman" and updates terminology throughout New Jersey statutes

Broadens the definition of covered facilities to include nursing homes, skilled nursing facilities, intermediate care facilities, rehabilitation centers, dementia care homes, psychiatric hospitals, developmental centers, continuing care retirement communities, and social day care facilities

Requires the ombudsman to establish 24/7 complaint intake systems and mandates reporting of suspected abuse within 2 hours for serious bodily injury cases or 24 hours for other cases

Appropriates $1 million from the General Fund to implement the expanded ombudsman program
