Expands New Jersey's Family Leave Act (P.L.1989, c.261) to allow employees who intend to become parents through a gestational carrier agreement to take leave to care for the gestational carrier during pregnancy and recovery from childbirth

Amends the Temporary Disability Benefits Law (P.L.1948, c.110) to include care for a gestational carrier as a qualifying reason for family temporary disability leave benefits

Updates the definition of "child" in both laws to explicitly include children born pursuant to valid written agreements between parents and gestational carriers

Applies to both paid family leave insurance benefits and unpaid job-protected family leave under New Jersey law

Takes effect immediately upon enactment
