Increases civil penalties for retailers selling tobacco or vapor products to persons under 21: first violation rises from $250 to $750, second violation from $500 to $1,500, and third or subsequent violations from $1,000 to $3,000.

Expands the definition of "tobacco product" to include vapor products, e-cigarettes, hookahs, pipes, rolling papers, blunt wraps, and any components or accessories, regardless of whether they contain nicotine.

Requires 5% of collected penalties to be transferred to the Department of Health to fund educational programs about vapor product dangers and illegal sales consequences.

Directs the Division of Taxation to establish a compliance reporting process for retailers and create an anonymous tip mechanism for reporting violations.

Takes effect 180 days after enactment and requires retailers to update posted signage reflecting the new $3,000 maximum penalty.
