Requires the New Jersey Department of Human Services to distribute contactless EBT cards with microchip or radio frequency technology to all SNAP recipients by January 31, 2027.

Contactless cards must be provided free of charge and enable tap-to-pay transactions at point-of-sale terminals, ATMs, and similar devices.

Mandates DHS to contract with a third-party vendor for card production and terminate the agreement if the vendor cannot meet the January 2027 deadline.

Requires DHS to publish a county-by-county progress report on card distribution within six months of enactment.

Directs the Commissioner of Human Services to apply for necessary federal waivers and SNAP Process and Technology Improvement Grants from the USDA to implement the program.
