Authorizes the New Jersey Motor Vehicle Commission to issue special "Sons of the American Legion" license plates with design chosen in consultation with the Sons of the American Legion Detachment of New Jersey

Requires a $50 application fee plus $10 annual renewal fee, with proceeds (after administrative costs) deposited into a dedicated fund and appropriated annually to the Sons of the American Legion Detachment of New Jersey

Prohibits use of state or public funds for initial program costs; requires the organization to contribute up to $25,000 in non-public monies to cover startup expenses including computer programming changes (capped at $150,000)

Program cannot begin until the organization provides necessary startup funds and submits at least 500 completed license plate applications

Bill expires if the 500 application minimum and startup funding requirements are not met within 12 months of enactment
