IBC education must be developed in consultation with experts on the study, diagnosis, and treatment of inflammatory breast cancer

Defines inflammatory breast cancer as a type that often lacks a lump, may not appear on mammograms, and disproportionately affects women under 40, Black women, and overweight women

Takes effect on the first day of the 12th month following enactment, with the Commissioner and Board of Nursing authorized to take preparatory administrative actions beforehand
