Requires contractors to use containment devices (vacuum attachments, wet-cutting systems, enclosures, tarps, and ASTM-compliant stormwater filters) to prevent dust, debris, and microplastics from escaping worksites during construction, renovation, or demolition activities.

Mandates daily cleanup of all generated waste and prohibits discharging pollutants into public streets, storm drains, or waterways, with disposal required under the Solid Waste Management Act.

Obligates contractors to prepare and distribute educational materials to employees and subcontractors explaining requirements, health risks, and proper device setup, with on-site briefings before work begins.

Establishes penalties for violations: warning citation for first offense, up to $1,000 fine for second violation, and up to $5,000 for each subsequent violation, with each day of continued violation counting as a separate offense.

Takes effect 90 days after enactment and applies to all construction permits issued on or after that date, with the Department of Community Affairs authorized to conduct worksite inspections.
