Allows New Jersey boards of education to include the current value of SREC-IIs (Solar Renewable Energy Certificates II) in cost-benefit calculations when determining whether energy savings improvement programs (ESIPs) will generate sufficient savings to cover program costs.

Amends P.L.2009, c.4 (C.18A:18A-4.6), which governs energy savings improvement programs for school districts, charter schools, county vocational schools, and other educational boards.

Maintains the existing prohibition on including original SRECs in energy savings calculations, as those certificates had fluctuating values based on supply and demand, while SREC-IIs provide a fixed price.

Applies to all qualifying boards of education seeking to implement energy conservation measures through ESIPs, including renewable energy facilities, combined heat and power systems, and building efficiency improvements.
