Defines "large-load addition customers" as those adding 50 MW or more at a single point of interconnection to the electric grid.

Requires PJM-issued curtailment obligations to be imposed solely on large-load addition customers rather than spread across all utility customers.

Mandates that financial obligations from reliability backstop procurement auctions be passed through to large-load addition customers under substantially similar terms as assigned by PJM.

Requires large-load addition customers to provide financial security to ensure costs associated with reliability backstop procurement are not passed to other New Jersey ratepayers.

Directs the Board of Public Utilities to adopt rules implementing these requirements, including specifications for acceptable forms of financial security.
