Prohibits assembling, reconditioning, or selling lithium-ion batteries made from cells removed from used storage batteries for use in electric bicycles and scooters.

Requires electric bicycles, scooters, and their storage batteries to be certified by accredited testing laboratories (UL standards 2849, 2272, and 2271 respectively) before being sold, leased, or rented.

Violations result in a written warning for the first offense, with civil penalties up to $1,000 for subsequent violations within two years.

Mandates businesses using electric bicycles commercially to provide fire safety materials to employees within 60 days of the bill's effective date or employee hire.

Requires the Division of Highway Traffic Safety to develop public education campaigns on fire risks and submit annual reports to the Governor and Legislature on electric bicycle and scooter fires and prevention measures.
