New Jersey Department of Human Services must inform SNAP and Work First New Jersey (WFNJ) recipients about card skimming, card cloning, and other fraudulent activities targeting electronic benefits transfer cards, including prevention tips and reporting procedures.

Department of Health must provide the same fraud prevention information to WIC (Women, Infants, and Children) program recipients at enrollment, recertification, and when issuing EBT cards.

Both departments must establish claims processes to replace benefits stolen through card skimming or cloning, using federal funds when available or State funds when federal funds are unavailable.

Commissioners must coordinate with EBT card vendors to implement security measures including embedded microchips, fraud alerts, and options for cardholders to limit card use by time of day or geographic location.

Annual reports to the Governor and Legislature are required beginning 18 months after enactment, detailing the number of fraud reports received, aggregate stolen benefits amounts, and benefits replaced through the claims process.
