Establishes a $1,500 penalty per offense for violations, with $250 from each collected penalty remitted to the affected applicant or prospective tenant

Requires the Division of Consumer Affairs to create and publish an online mechanism for reporting violations

Takes effect on the first day of the fourth month following enactment
