Pet shops, grooming facilities, pet daycares, kennels, shelters, and pounds in New Jersey must install and maintain video monitoring systems in all areas where animals are kept, groomed, or handled

Video recordings must be stored for a minimum of 30 days and made available upon request to state departments or law enforcement investigating animal cruelty or consumer fraud

Cameras are not required in employee break rooms, restrooms, or administrative offices

Violations carry civil penalties of up to $500 for a first offense and up to $1,000 for each subsequent offense, with each day of violation counting as a separate offense

The Department of Agriculture, in consultation with the Division of Consumer Affairs, will adopt rules and regulations to implement and enforce the requirements
