Extends New Jersey's electioneering prohibition to include areas within 25 feet of any person waiting in line at a polling place or ballot drop box, even when the line extends beyond the existing 100-foot restricted zone

Reclassifies electioneering as a disorderly persons offense to resolve inconsistencies between existing statutes (previously classified as both a third-degree crime and disorderly persons offense in different sections)

Expands prohibitions on tampering, defacing, obstructing, and loitering to apply to ballot drop boxes in addition to polling places, with violations remaining third-degree crimes

Exempts newspaper racks, vending machines, and other newspaper distribution sites from the 25-foot electioneering restriction around voters in line

Permits nonpartisan voter assistance to persons waiting in line, provided the assistance does not support or oppose any candidate, party, or public question
