Authorizes New Jersey election districts to use a single uniform ballot that can serve as either an emergency ballot (when voting machines malfunction) or a provisional ballot (for voters with registration issues), instead of requiring separate printed ballots for each purpose.

Maintains all existing procedures, envelopes, affirmation statements, and voting processes for emergency and provisional ballots—only the ballot printing requirements change.

Eliminates the requirement that provisional ballots include the "PROVISIONAL BALLOT" designation when using the uniform ballot format.

Amends multiple sections of New Jersey election law, including P.L.1992, c.3 (emergency ballots) and P.L.1999, c.232 (provisional ballots), to accommodate the uniform ballot option.

Takes effect immediately upon enactment; sponsored by Senator James Beach of District 6 (Burlington and Camden) and pre-filed for the 2026 legislative session.
