Amends New Jersey's Open Public Records Act (P.L.1963, c.73) to permit government records custodians to redact mailing addresses, home addresses, phone numbers, email addresses, and medical, financial, or personal information of citizens from public records.

Expands the state policy on privacy protection to include safeguarding personal information where disclosure may result in harassment, unwanted solicitation, identity theft, or opportunities for other criminal acts.

Codifies the decision in Burnett v. County of Bergen by protecting information for which there is a reasonable expectation of privacy.

Maintains existing mandatory redactions for social security numbers, credit card numbers, unlisted phone numbers, driver license numbers, and home addresses of judicial officers, prosecutors, and law enforcement officers.

Takes effect immediately upon enactment.
