Establishes a two-year school breakfast kiosk pilot program administered by the Department of Agriculture in consultation with the Department of Education to increase student breakfast participation in New Jersey public schools.

Three school districts will be selected to participate—one each from the northern, central, and southern regions of the state—with schools providing breakfast items via carts, cubicles, or kiosks accessible on the way to classrooms or other designated areas.

Creates the "New Jersey School Breakfast Kiosk Pilot Program Fund" to provide grants to participating districts, funded through legislative appropriations, corporate donations, private sector support, and available federal funds.

Requires the Department of Agriculture to submit a report to the Governor and Legislature within 180 days after the pilot ends, detailing the program's impact on students, including participation rates among low-income students eligible for free or reduced-price lunch.

The bill takes effect immediately and expires 180 days after the two-year pilot program concludes.
