Creates a tuition reimbursement program administered by the Higher Education Student Assistance Authority (HESAA) for advanced practice nurses who provide home health care services in New Jersey.

Reimburses 25% of eligible tuition expenses for each year of full-time home health care service, up to 100% reimbursement after four years of service, based on the lowest-cost academic year of the nurse's program.

Requires participants to be New Jersey residents, hold advanced practice nurse certification, have specialized home health care training, and apply within one year of certification.

Obligates participants to accept reduced-fee or no-charge patients who cannot pay, prohibits discrimination based on ability to pay, and caps Medicare patient charges at federal limiting fees.

Bars simultaneous participation in the Primary Care Practitioner Loan Redemption Program or the National Health Service Corps Loan Repayment Program.
